JOB DESCRIPTION
DUTIES
1. The Officer will be answerable to the Project Management Sub-committee, which is composed of representatives of Penygroes Ward Forum, Penygroes Memorial Hall Committee and Caerbryn Welfare Committee, who will act as line manager. The successful candidate will be expected to attend all meetings of the Forum and its sub-committees.
2. The Officer will be expected to present a verbal progress report on a monthly basis and a detailed, written report to the Management Committee at the end of each quarter.
3. The appointed person will be responsible for ensuring that the three public buildings (Penygroes Hall, Caerbryn Hall and Penygroes Park Pavilion) and the Ward’s parks are used to their full potential. If demand outstrips capacity, the Officer will also be able to encourage greater use of other facilities within the Ward, such as chapel vestries, function rooms in local public houses and clubs.
4. The Officer will be expected to gauge current usage levels of the three public buildings and create and maintain a central timetable of community activities held in Penygroes Ward. He/She will also carry out a survey of all the parks and public green spaces in the community; specifying what kind and how much use is made of them.
5. The Officer will undertake research into the views of local residents as to which activities and services they would like to see provided in Penygroes Ward, following which, he/she will work with agencies and volunteers and community groups to organise activities, which meet the expressed needs and fill the public facilities timetables. The Officer will also work to ensure that a wide variety of activities are held, so that there is, wherever possible, something to suit all tastes.
6. The Officer will carry an audit into local skills, e.g. craftspeople, local historians, etc. and identify potential tutors for courses and, if appropriate arrange training and also seek funding in order to fund the sessions.
7. The Officer will work with members of Penygroes Ward Forum to produce a monthly newsletter, which advertises local events and services.
8. If there are residents, who wish to form a new club or society, the Officer will be expected to help them with issues, such as formulating a constitution, opening a bank account, and directing them to potential sources of funding.
9. The Officer will be expected to work with local volunteers to identify and means of sustaining activities and services in the longer term.
10. The Officer will be expected to work closely in conjunction with Menter Cwm Gwendraeth, which implements several projects within the Valley with a view to encouraging the company to extend some of the initiatives that are running elsewhere in the Gwendraeth Valley, to include Penygroes.
11. The Officer is encouraged to “think outside of the box”, i.e. devise new ways of improving the social and cultural life for everyone within the Ward.
12. The post is part-financed by Carmarthenshire County Council’s OneFund, which is European Objective One funds, therefore the Officer will be expected to file all evidence of his/her day-to-day work and record all progress in terms of achieving the project’s set targets according to the Auditors’ requirements.
13. As the post will require that the Officer be available to work with groups and individuals at a time, which is convenient to them, it is expected he/she will work outside normal officer hours from time to time. The Officer will be able to recoup his/her hours, through ‘Time Off In Lieu’, by arrangement with the Management Committee before hand.
