Minutes of last meeting
It was agreed the minutes were correct.
Arising from minutes
• To re-iterate the importance of dog fouling in the community, the subject has been placed on the
front page of the forum bulletin. Chair requested vice-secretary Mark Waygood contact the Guardian to have
a reporter come to the village and speak to Llinos and Nicola.
• 500 copies of the bulletin are now ready for distribution; the rest will be available tomorrow.
Emlyn Site
• Update from John Davies.
• Informed that the flooding at Christmas had also affected some properties on the other side of Bridge St.
• The chair encouraged people to go to Carmarthen and petition about this problem but need as many signatures as possible.
• Phil Owen has worked hard for many years regarding the possible contamination at the site. The
chair was under the impression that everything had been removed from the site and asked if Phil could
produce a report for the next forum meeting.
• Will people buy houses if they know what is still in the ground?
• Chair understood that a company in the North of England were to burn the toxic waste.
• If the Environmental Agency gives the site the all clear then any searches will come up clean.
• Chair to request a site visit tomorrow.
Youth Project
• The chair produced a letter from ‘Penygroes Youth Community Group’ indicating an interest in the Pavilion project; they have requested a meeting with forum in the Welfare Hall.
• The chair doesn’t see any reason to meet with the PYCG as they have been invited to the forum as our meetings are open to all.
• This is the first time the group has been heard of and cannot do anything until Police checks have been carried out.
• PYCG also want to use the Welfare hall when other long term regular events are booked.
• Councillor Siân Thomas produced a work schedule detailing twelve points that are to be carried out on the Pavilion before the end of the financial year.
• These improvements are for everyone, not just the Rugby club. There are other facilities there that can be used by anyone. Menter Cym Gwendraeth has equipment we can use and the forum has £2,000 to spend as well as any other grants that are available.
• Money will be available for the Youth Project but the other group will not be able to get grants or funding. If the Youth Project is under the forum banner then we must pay the costs and take responsibility.
• Many things need to be done before we can proceed and we have to offer the Rugby club something in return. Chair to contact Rugby club.
• The facilities must get used, not just once a week and we need to get the young people involved from the start. They are less likely to cause damage if they are consulted and work with us.
• Kids are hanging around the Temple at night as they don’t have anywhere to go. Meeting to be arranged a.s.a.p.
• The County Council have turned down planning application for a residential development on the Apostolic Church land. There’s a meeting tomorrow in the hall at 6.30pm
• Sports grants have stopped since the Olympic Games decision.
• Chair has written to Mark James about the coincidence of removal of playground equipment and the planning application from the Apostolic Church. The equipment looked ok and nothing is going on there now but the park looks bare.
Walking Club
• Bulletin asks residents if they want to start a walking club, Mark Durdin to organise.
• A number of people will be needed to organise the club.
Good Citizens Award
• This is the chairman’s idea, to award people who give a great deal to the Penygroes community.
• Some sort of plate or plaque to be designed. Nomination forms to be left in local shops.
• Councillors cannot be part of this scheme as they have been elected.
• Award to be an annual event. Huw Evans to look into it as he is independent. Time to be set.
Fundraising
• There is another committee in Penygroes, the URDD Appeal Group. Meeting in the Farmers on Monday 20th Feb. This is not a formal group and there is an opportunity for other groups to organise events and raise money.
• So far they have arranged a BBQ in the Farmers 13th May, Funday in the Park plus a disco in the evening – 8th July, Fashion Show – 14th September, Fireworks - 4th November, Xmas Fayre – 15th December. They are also planning a calendar. Dates will need to be confirmed so they don’t clash with other local events.
• Raffle tickets are now available for sale.
• We need to hold some of the funds back for the village this time.
• We also need people from every street who are willing to help.
• Although we can’t have a carnival we can do other things including Majorettes.
• Gwendraeth Festival in May, would Penygroes like to do anything? Could we hold a quiz in every village. It runs from 8th - 14th May.
• Welfare hall is available Friday evenings, could arrange something there.
• Last year we had a games evening, children really enjoyed the paintball alley. There’s a new chess web site run by someone from Caerbryn.
• Important we get children involved in events with adults as well.
• Vice-secretary Mark Waygood proposed a number of regular fundraising events, media fayres, toy fayres and various treasure hunts. The benefit of regular venues would mean a better turnout.
Gardening Club
• Second Tuesday in March after Forum meeting – Flower Show date to be arranged.
• A £5,000 grant has been given for the community garden, Eleri Davies is arranging.
• A 20 week gardening course has started at Caerbryn Hall
• Tina Grech is still trying to arrange a ‘taster’ session but we need to place posters in the village.
A.O.B.
• LNG pipeline is going through Llandybïe so won’t affect Penygroes. The County Council are taking the route matter very seriously.
• Brian James has promised to come out and look at Gors Ddu / Black Lion footpath which is completely blocked.
• Forum needs to look into insurance, 3rd party, public liability, etc as out events require it. Can Huw look into this on our behalf?
• Every person needs to sign a disclaimer and be responsible for themselves at outdoor events. People are happy to sue at the drop of a hat.
• Siân has received bill for the Christmas tree outside the Library. The forum did not request the tree and is not liable for the bill. Julian Tandy held up a copy of the December forum minutes where the organiser of the tree and lights was thanked for the kind gesture.
• Do we have proof that Sutton builders placed it? Yes - Sutton Builders board was placed in front of the tree. Chair does not want this matter raised at a meeting again.
